Tammy Schiller is a seasoned professional with nearly 20 years of experience at the Naval Air Warfare Center Weapons Division (NAWCWD), where she specializes in forging strategic partnerships between the Department of Defense, industry, and academia. As the External Partnerships Program Manager for NAWCWD’s Chief Technology Office, she leads initiatives that connect small businesses, academic institutions, and research teams with the Navy’s evolving tech needs, ensuring alignment with both mission objectives and innovation goals. Tammy has successfully negotiated numerous collaborations that have delivered advanced technologies to support the warfighter. She also spearheaded the High Desert Tech Bridge (TechGrid), an innovation hub accelerating tech transfer with non-traditional defense partners. With a sharp eye for opportunity and a deep commitment to innovation, Tammy continues to drive impactful partnerships that shape the future of national defense.

Dylan Riley

NAWCWD Director Office of Research and Technology Applications/Technical Director, High Desert Tech Bridge

Dylan Riley is the Director of the Office of Research and Technology Applications (ORTA) at NAWCWD and the Technical Director at TechGrid, where he leads efforts to grow the Navy’s technology base through engagement with the broader innovation ecosystem. A 20-year Navy civilian, Dylan has directed engineering teams, launched a California Innovation Hub focused on defense, energy, and aerospace, and established multiple tech consortia. He previously served as a science and technology advisor at the Pentagon and co-founded an award-winning renewable energy company. With degrees in biomedical and electrical engineering, Dylan’s career is rooted in applied technology and innovation.
